Stéphanie DO, born on December 20, 1979, in Ho Chi Minh City, is a French politician. Her mother, a shopkeeper, is from Hanoi, and her father, a high school teacher, is from Saigon. She is the youngest and only daughter among four children. Her paternal great-grandfather taught French and Vietnamese at the Jean Jacques Rousseau French high school, now renamed Lê Quý Đôn. He contributed to the development of modern Vietnamese writing with the "chữ quốc ngữ," derived from the Latin alphabet. In recognition of his work, he was decorated with the Legion of Honour, and a street in the 1st district of Ho Chi Minh City is named after him.
Stéphanie DO arrived in France at 11 years old with her family. She holds a Master's degree in Public Management (BAC +5) from the National School of Administration (ENA) and Paris Dauphine University (2014), and a postgraduate degree in Global Supply Chain Management from Kedge Business School (2004).
In the first part of her career (2004-2014), Stéphanie DO worked in international consulting firms (Capgemini, Sopra Group, Mazars) as a consultant and manager on projects aimed at improving the economic and social situations of private and public sector companies, associations, and communities. She then served as a financial and accounting project manager at the Ministry of Economy and Finance (2014-2017).
In 2016, appointed as the departmental referent of En Marche in Seine-et-Marne, she led Emmanuel Macron's presidential campaign until his election. This was her first active political engagement. Elected as a deputy in 2017, Stéphanie DO is the first French deputy of Vietnamese origin from immigration in France's history and served as President of the France-Vietnam Friendship Group at the National Assembly during the 15th legislature (2017-2022).
In 2017, she welcomed, alongside French President Emmanuel Macron, the General Secretary of the Communist Party of Vietnam, Nguyễn Phú Trọng, at the Élysée Palace. In 2018, she accompanied former Prime Minister Edouard Philippe during his official visit to Vietnam. In 2019, she welcomed the former President of the Vietnamese National Assembly, Nguyen Thi Kim Ngan, to the French Parliament alongside the President of the National Assembly, Richard Ferrand.
She has welcomed and worked with numerous Vietnamese delegations at the National Assembly (ministers, parliamentarians, senior officials, etc.) and has worked tirelessly to promote and strengthen bilateral relations between France and Vietnam. She authored the book “Đường tới Quốc Hội của nữ nghị sĩ Pháp gốc Việt đầu tiên,” with a four-page preface written by French President Emmanuel Macron. Her book (available in both Vietnamese and French) has generated significant interest since its release last October in Vietnam and France. For this reason, Stéphanie DO has organized numerous round tables on her book to interact directly with readers. These events are very successful, each gathering hundreds of people:
- A round table at the French Embassy in Hanoi in October, under the high patronage of the French Ambassador to Vietnam.
- A round table at IDECAF in January in Ho Chi Minh City, under the high patronage of the French Consul General in Ho Chi Minh City.
- A round table at the Vietnam Cultural Center in France in January, with the support and presence of the Vietnamese Ambassador to France.
- A round table at the prestigious restaurant Le Président in December.
- More to come.
Stéphanie DO is invited by many associations in Vietnam and France to speak about her book!
Since 2022, Stéphanie DO has rejoined the Ministry of Economy and Finance as a project director. Since 2024, she has been co-director of the consulting firm TST Consulting, specializing in Franco-Vietnamese customers.
